Clarke, Utility Director� <br />SUBJECT: REQUEST TO REVISE THE AUTHORIZED POSITIONS LIST TO ADD TWO FULL-TIME CUSTOMER <br />SERVICE REPRESENTATIVES, TO DELETE TWO PART-TIME CUSTOMER SERVICE <br />REPRESENTATIVES, AND TO REQUEST FOR RECRUITMENT AND RATIFICATION OF EMPLOYEE <br />APPOINTMENTS TO TWO FULL-TIME POSITIONS OF CUSTOMER SERVICE REPRESENTATIVE I <br />IN THE UTILITY DEPARTMENT <br />DATE: Monday, December 20, 1999 <br />BACKGROUND <br />There are four (4) vacant part-time Customer Service Representative (CSR) positions in the Utility Department due to <br />attrition and one promotion of a part-time employee to full-time. Two of the vacancies are to be filled by a currently <br />authorized recruitment to be completed this month. Attached is the job description of the classification; the entry-level rate <br />of pay is $10.13 per hour. <br />DISCUSSION/ANALYSIS <br />The Utility Department has observed a high rate of attrition of Part -Time CSRs in its Customer Service Division. Through <br />interviews and discussions within the Division, we have established the following reasons for this: <br />1. Part-time CSRs have expressed the view that they would prefer to obtain the same rate of pay and pro rata benefits <br />for doing the same work performed by full-time CSRs. Part-time CSRs work an average of 32.5 hours per week. <br />2. Part-time CSRs experience a lower level of inclusion within the Customer Service Division. <br />3. The well-qualified candidates we do hire are finding it easy to obtain other employment in the existing job market. <br />Recruitment for said position will be conducted and an eligibility list established upon Council approval. The candidates <br />chosen will meet the education and experience requirements as specified in the job description. <br />FINANCIAL IMPACT <br />Funding availability for these changes in the fiscal year 1999-2000 budget -funded is as follows: Account No. 520-8000- <br />8007-1010-0580 (Salary) and Account No. 520-8000-8007-1100-0000 (Salary -related Benefits). Due to salary savings of <br />$92,467 in the current fiscal year (because of vacancies and a conservative first-year budget), no adjustment is required <br />to this year's budget. The FY2000-2001 salary and budget accounts were projected at conservative levels that <br />accommodate this change with little or no overall revision required. <br />EXPECTED FILL DATE <br />3/13/00. <br />CUSTOMER SERVICE IMPACT <br />The positions provide additional personnel hours to directly reduce customer wait -time for utility billing, inquiries, and other <br />payment services. The positions also enhance the Utility's ability to operate in the restructured electric utility environment <br />by providing more worker -hours for new market activities. <br />RECOMMENDATION <br />That the City Council approve the addition of two (2) full-time Customer Service Representative I positions to the <br />authorized position list, the deletion of two (2) part-time Customer Service Representatives from the authorized position <br />list, and further, to approve the recruitment and ratification of two (2) employee appointments to the full-time position of <br />Customer Service Representative I as recommended by the Utility Director. <br />Page 1 of 1 (w/attachment - Job Description) Item #12 <br />
