Garcia, City Manager <br />SUBJECT: AWARD OF BID FOR ELECTRIC UTILITY SOLAR CARPORT <br />DATE: Tuesday, December 21, 1999 <br />BACKGROUND <br />In its workshop on Electric Utility Public Benefit Programs in 1999, the City Council encouraged staff to utilize monies <br />raised by the public benefit charge to support parks and other general fund activities to the extent permitted by law. The <br />workshop was Council's response to an Electric Utility proposal to spend $398,497.65 on two large photovoltaic arrays. <br />In response, the Electric Utility has, beyond its customary general fund support, budgeted to adopt Veteran's park, funded <br />landscaping services for the same, enhanced lighting in the parks, and procured a high performance electric pickup truck <br />for the roving maintenance worker. The photovoltaic program itself has been scaled back, and future arrays can be <br />installed at the parks themselves as shading for either parking or picnic shelters. <br />ANALYSIS <br />A request for proposals was advertised and three proposals were received as follows: <br />PowerLight Corporation $167,338.00 20 Year Warranty on Solar Panels <br />Applied Power Corporation $204,925.88 25 Year Warranty on Solar Panels <br />Kyocera $229,000.00 25 Year Warranty on Solar Panels <br />PowerLight Corporation failed to provide a Bid Bond in the form required by the Municipal Code. Powerl-ight's reduced <br />Solar Panel Warranty also raises staff concerns regarding panel longevity, a key benefit of solar power. Applied Power <br />Corporation's proposal is therefore deemed by staff to be the lowest responsible proposal. <br />TERNATIVES <br />Direct staff to further reduce or eliminate the solar photovoltaic program. <br />FINANCIAL IMPACT <br />As of December 1999, $1,431,913 in Public Benefit Charges has been collected, and a balance of $812,488 is available. <br />Public Benefit Residential and Commercial Expenditure accounts 520-8000-8035-3890-0107-000 and 520-8000-8037- <br />3890-0107-000 are to be used in equal amounts to fund the project. <br />RECOMMENDATION <br />That the City Council approve the award of a Contract and Purchase Order to Applied Power Corporation for the <br />installation of a Photovoltaic Carport System for the amount of $204,925.88. <br />Report prepared by Timothy C.
