TO: <br />APPROVAL: <br />FROM: <br />SUBJECT: <br />DATE: <br />Background <br />CITY OF COLTON <br />AGENDA REPORT <br />For the City Council Meeting of January 4, 2000 <br />Honorable Mayor and Ci <br />Henry Garcia, City Mana <br />Robb Steel, Redevelopment Dire <br />John Hutton, Public Works Direc <br />Traffic Impact Fee Request/Meadow Lane Development <br />December 28, 1999 <br />The City received a memorandum dated November 18, 1999 from Canty Engineering <br />Group, Inc. requesting that the City of Colton make findings that no traffic impact fees <br />are due on a proposed project for the northwest corner of Meadow Lane and <br />Washington Street (see Exhibit A attached). After several meetings with City staff, this <br />was followed up with a formal request dated December 23, 1999 asking that the traffic <br />impact fees be established at the sum of $25,673 (see Exhibit B attached). The <br />petitioners have asked that the City Council grant a credit of $37,500 for prior installed <br />public improvements toward an estimated traffic impact fee obligation of $63,173, <br />leaving a residual obligation of $25,673. <br />The proposed project is a 17,620 square foot strip commercial development proposed <br />for a 2.9 -acre site at the northwest corner of Washington Street and Meadow Lane. <br />The proposed uses include a gas station/mini-market, two fastfood restaurants, a car <br />wash/Kube, and small retail shops. The project has not been submitted for formal review <br />by the Community Development Department. <br />The property is in escrow and the establishment of reasonable traffic fees is a condition <br />precedent to the closing. Consequently, the parties are seeking immediate City Council <br />determination of the appropriate traffic impact fees. <br />Discussion <br />The City's Capital Improvement Program Team has been conducting a comprehensive <br />review of the City's traffic impact fees. it was noted at the City Council's study <br />session on capital improvement fees in October, 1999 that the traffic impact fee <br />remained substantially above the competitive norm for commercial developments in the <br />Inland Empire. The City Council requested that staff review and update the traffic <br />impact fee methodology and then compare the results with the competitive <br />Item NO. 18 <br />
