Garcia, i Manage <br />FROM: D a <br />Community D elo ent Director <br />SUBJECT: Approval to Advertise for Public Bid, Colton Museum <br />Restoration Project <br />DATE: January 5, 2000 <br />BACKGROUND: <br />The City Council allocated $131,755 of Community Development Block Grant <br />(CDBG) funds to restore the exterior of the Colton Museum, located at 380 North <br />La Cadena Drive. A total of $115,755 is budgeted to cover construction costs. <br />The bid document (construction plans and specifications) has been completed <br />and the project is now ready for public bid. <br />DISCUSSION/ANALYSIS: <br />The exterior restoration of the Colton Museum will require lead abatement from <br />all exterior surfaces, site preparation, and masonry cleaning which includes <br />repairs and painting. The bid document has been prepared to address all <br />federal; state. and local contracting requirements. The project will be out to bid <br />for a period of not less than 30 days. Subsequent to the bid opening, staff will <br />return to the City Council to request awarding a construction contract bid to the <br />lowest responsible bidder. <br />This project is federally financed with CDBG funds. In compliance with federal <br />requirements, the bid document has been reviewed and approved by the State <br />Historic Preservation Office and the San Bernardino County Department of <br />Economic and Community Development (ECD). Attached are copies of approval <br />letters from both agencies. <br />ALTERNATIVES: <br />The Council has the authority not to proceed with the project and reprogram the <br />allocated CDBG funds to other eligible activities. Staff is prepared to proceed <br />with the advertisement for public bids on this project, subject to Council's <br />direction. <br />Item #7 <br />
