CITY OF COLTON <br />UTILITY SERVICES PARTNERSHIP PROGRAM <br />ENERGY EFFICIENCY COST SHARE FUNDING AUTHORIZATION <br />THIS AGREEMENT, made and entered into this 181h day of January, <br />2000, by and between the City of Colton, California ("City"), a <br />municipal corporation, and Energy Masters International Inc., a wholly <br />owned subsidiary of Northern States Power Company, Inc. ("Energy <br />Masters"). <br />R E C I T A L <br />1. Purpose and Histor <br />The purpose of this Agreement is to allow the City to provide <br />cost share incentive funding for an energy efficiency project <br />that has been instituted by one of the City's largest electric <br />customers. <br />In 1998, Colton initiated this program as a means to expand the <br />portfolio of City -sponsored products and services that are <br />intended to increase the operating efficiency of business <br />customer facilities. Via this program, the City is also <br />complying with the provisions of Assembly Bill 1890, which <br />created the " public benefits" fund for energy efficiency and <br />new technologies. <br />Energy Masters was contracted by the City in 1998 to provide <br />technical and marketing services in support of this program. <br />Energy Masters has been working with City staff to provide <br />services in the areas of customer electrical demand management, <br />marketing of new energy products and services, design of funding <br />and cost share programs, and financing strategies to maximize <br />benefits to the City's largest electric accounts. <br />TERMS AND CONDITIONS <br />— — — — — — — — — — — — — — — — — — <br />2.
