R-46-00 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, CALIFORNIA, RECOMMENDING THAT <br />THE LEAGUE OF CALIFORNIA CITIES AND THE <br />CALIFORNIA LEGISLATURE CONSIDER AND ADOPT <br />CERTAIN FISCAL REFORM MEASURES <br />WHEREAS, recent declines in federal, state and county aid to cities and major <br />reductions in property tax revenues have substantially undermined the stability of local <br />revenues; and <br />WHEREAS, such declines have led to service and program reductions in cities <br />across the State of California; and <br />WHEREAS, in light of uncertain funding from intergovernmental sources, as <br />well as uncertain property tax revenues, cities have become increasingly reliant on local <br />sales tax revenues, fees, and charges to fund essential services; and <br />'WHEREAS, reliance on sales tax revenues by cities and counties may place an <br />undue emphasis on the sales tax potential of retail land development proposals in <br />comparison with other competing and desirable uses such as industrial and residential . <br />development; and <br />'WHEREAS, the League of California Cities has appointed a special task force <br />and charged it with formulating recommendations for addressing the major problems in <br />the state/'local fiscal relationship in California, and the means to achieve greater balance <br />and predictability in local revenue systems and land use decision-making; and <br />WHEREAS, the City of Colton recognizes and supports state/local fiscal <br />reform eFforts that are necessary to provide a stable and reliable source revenue to fund <br />essential services, and <br />NOW, THEREFORE, IT IS RESOLVED by the City Council of the City of <br />Colton, California, as follows: <br />_Section 1.
