Garcia, C <br />Community <br />Director <br />Prioritization and Funding of Community Development <br />Block Grant (CDBG) Projects for Fiscal Year 2000-2001 <br />2000 <br />BACKGROUND: <br />On December 7, 1999, the City Council approved the submittal of three Community <br />Development Block Grant (CDBG) Project Applications to the San Bernardino County <br />Economic and Community Development (ECD) Department for eligibility and <br />qualification review for the Fiscal Year 2000-2001. Subsequently, additional CDBG <br />applications were submitted directly to the County ECD Department from various public <br />and private agencies, requesting funds from the City CDBG Entitlement Allocation. <br />The City of Colton has received a total of 33 eligible proposal applications requesting <br />CDBG funds. Attachment "A" is a list of the 33 proposals. The list contains the project <br />log number, primary service area of the proposed project, name of the applicant, a brief <br />project description, total CDBG request, including the amount of CDBG funds being <br />requested from Colton, and ECD comments. <br />The County has informed the City that the 2000-2001 CDBG Entitlement Allocation for <br />Colton is $368,000. Also, that the 15% funding limit for public service projects <br />continues to apply, which means that the maximum amount of CDBG funds we are <br />allowed to allocate for public service projects is $55,200. <br />DISCUSSION/ANALYSIS: <br />Staff conducted a cursory review of the 33 eligible proposals. Thirty of the proposals <br />are for public service projects, with a total requested amount of $335,412. The various <br />public service projects are admirable and will provide viable services for individuals <br />categorized as low and moderate -income. Unfortunately, the City is limited to the 15% <br />allocation limit. <br />Based on staff's analysis of the proposals, resident comments received from prior <br />community meetings, and the continued success of previously funded public service <br />and capital/community improvement projects, it is recommended that the City Council <br />approve the funding of CDBG projects listed on Attachment "B". The recommended <br />projects are in compliance with the Council's direction, which allocates CDBG funds for <br />the continuation of the Code Enforcement Program, Street Improvements (sidewalks <br />Item #3 <br />
