CITY OF COLTON <br />EMPLOYEE COMPUTER PURCHASE PROGRAM <br />PURPOSE <br />Exhibit 1 <br />The purpose of the Employee Computer Purchase Program is to improve employee productivity <br />and encourage employees to increase their computer skills through the purchase and use of home <br />computers. To achieve this purpose, the program offers a modest financial incentive to eligible <br />employees for the purchase of a home computer. The program balances the benefits to the City <br />and employees by placing the primary financial obligation on the employee for the purchase of <br />the computer hardware and software, with financial assistance from the City in the form of a no - <br />interest loan repaid through automatic payroll deductions. <br />BENEFITS TO THE CITY <br />While the City is committed to an ongoing program of formal training, the reality is that skill <br />development will be much faster and will occur in greater depth if employees have computers at <br />home with the same software that the City uses. This allows employees (on a voluntary basis) to <br />use these applications more frequently and explore their features in greater detail at their own <br />leisure and pace in a comfortable environment. From a City cost perspective, it would be <br />extremely expensive for employees to devote this kind of time to training during work hours, and <br />as a practical matter, it will never be available. By providing an incentive for employees to have <br />a computer at home with applications similar to those at work, the City will benefit significantly <br />in making more effective use of information technology resources. <br />POLICY <br />A. Eli ig bility. <br />All full-time employees who have successfully completed their initial <br />probationary period and have completed at least six (6) months of continuous City <br />service are eligible to participate in this program. Employees serving a <br />probationary period following a promotion are also eligible to participate, so long <br />as they have completed at least six (6) months of continuous City service. <br />All participating employees must have and maintain a minimum balance of forty <br />(40) hours of accrued vacation leave within one year from the time the loan is <br />granted to assure that sufficient funds will be available to cover any outstanding <br />loan balance in the event of leave of absence without pay or separation from City <br />service. <br />
