The attached resolution sets a $200 administrative fee for the release of stored or impounded vehicles <br />stored under CVC 22651 (h)(1), (h)(2), (o)(1), (p), 22655.3, 22655.5 (a)&(b), 14602.6 (a), and 14607.6 <br />(a). Since the administration of the program for the 30 day impound sections will be implemented by the <br />OTS grant subsidized "Vehicle Impoundment Traffic Enforcement Program" these fees are required to be <br />placed in an account separate from the general fund for the purpose of maintaining the level of <br />deployment required in the grant after the grant funds expire or are reduced. <br />The resolution also raises the release fees for other vehicles impounded under California Vehicle Code <br />Sections22651 (a),(b), (d), (e), (t), (i)(1), (k),(1), (m), (n), (r) and 22669 to $75.00. These fees will <br />continue to be placed into the general fund. <br />ALTERNATIVES: Since the implementation of this fee is required in the OTS grant agreement, the <br />only alternative is to forego the grant valued at $280,609.20 and not implement the 30 -day impound <br />program. <br />ENVIRONMENTAL IMPACT: None <br />FINANCIAL IMPACT: The California State Office of Traffic Safety grant will provide a total of <br />$280,609.00 for salary, benefits and equipment during the 27 month grant period. The City must match <br />the second year funds for salary and benefits for a total of $54,464.40. Acceptance of this grant requires <br />the city to set up a separate account in which to place the administrative tow fee separate from the general <br />fund. The purpose of this will be to use the funds to continue the level of deployment required in this <br />grant as the grant funds expire or are reduced. <br />Any loss of funds from the general fund for administrative fees should be offset by the increase in the <br />City's franchise tow fees, because the increased number of vehicles towed and stored for a longer period <br />of time day impound program and the increase of the other nonprograrelease fees to <br />$75.
