City of Colton <br />Agenda Report <br />Council Meeting of March 21, 2000 <br />Page 2 <br />around all fence lines. Additionally, the District shall maintain the growth of the trees by <br />trimming them annually and removing them if they are fallen by winds. The upkeep of <br />any boundary fencing surrounding the property and existing picnic benches and <br />barbeques shall be the responsibility of the District. <br />The City of Colton (City) shall be responsible for the upkeep of the irrigations systems <br />(including the low voltage electrical systems related to their use), bleachers, lighting <br />and ball field fences. Weeding of the infields, the west slope, and the planters shall <br />also be the responsibility of the City. The City shall clean all debris remaining after <br />recreational events and empty trash bins as necessary. Upkeep of the paint on the <br />existing facilities and graffiti abatement shall also be the responsibility of the City. <br />The City Parks and Recreation Department and Parks Maintenance staff shall include <br />the lower field into its regular parks maintenance schedule. <br />District staff and City staff are currently discussing other issues not specified on the <br />existing agreement or the proposed amendments including but not necessarily limited <br />to, bringing perimeter improvements (specifically fences) into compliance with the <br />American's with Disabilities Act, and the placement of additional improvements such as <br />(but not necessarily limited to), shade structures, additional benches, and waste <br />receptacles at the McKinley site. <br />The existing agreement is attached to this report. The amendments will be incorporated <br />upon City Council approval and forwarded to the School District for legal review and <br />School Board Action. Staff will also suggest that the City Manager have the authority <br />to make non -substantive changes to the agreement (if necessary) after City Council <br />approval, providing that the City Attorney concurs with such changes. <br />ALTERNATIVES: <br />Not to approve the suggested amendments to the Joint Use Agreement <br />ENVIRONMENTAL IMPACT <br />None <br />FISCAL IMPACT: <br />There are no significant fiscal impacts associated with the suggested amendments to <br />this joint use agreement. The Parks Division of the Neighborhood Services Department <br />currently budgets for parks maintenance and when future budgets are prepared the <br />costs associated with the maintenance of the lower field at McKinley School must be <br />included.
