CITY OF COLTON <br />AGENDA REPORT <br />Council Meeting of March 21, 2000 <br />TO: Honorable Mayor and Counci Members <br />APPROVAL: Henry T. Garcia, City Manage&/ <br />FROM: Daryl J. Parrish, Assistant City Manager <br />SUBJECT: Approve Additional Funding for the Pepper Avenue Widening <br />Project in the Amount of $36,250 <br />DATE: March 14, 1999 <br />BACKGROUND: <br />On August 17, 1999 the City Council awarded a contract to C.P. Construction for the <br />construction of the Randall Avenue Storm Drain Project. The level of funding approved <br />for the project was established at $494,218 and the source of funding was CFD 89-2. <br />An additional $30,000 is to be provided by the City of San Bernardino for the portion of <br />the project that lies within that city. The storm drain (now approximately 95% complete) <br />consists of approximately 2200 linear feet of pipe and catch basins running along <br />Randall Avenue from approximately Eucalyptus Avenue on the west to approximately <br />Meridian Avenue on the east. <br />Funding was provided in the Capital Projects Budget (CIP) for the Pepper Avenue <br />Widening project that includes a small strip on the west side of Pepper Avenue just <br />south of Randall Avenue. Total funding available through the CIP for the Pepper <br />Avenue Widening project is $35,000. <br />The Randall Avenue Storm Drain project and the Pepper Avenue Widening project are <br />located in the general vicinity of each other and upon the advice of the City Engineer it <br />was suggested that we combine both construction projects in order to save time and <br />money as mobilization costs would not be required for two separate projects. This plan <br />was reviewed by the City Attorney and was found to be in compliance with the law. <br />DISCUSSION/ANALYSIS: <br />Total construction costs for both of the aforementioned projects are $519,138.40 and <br />the total design costs are $76,330. Total project costs are $595,463.40. Current <br />available funding for both projects is $494,214 CFD, CIP $35,000 and $30,000 San <br />Bernardino for a total of $559,214. The total shortfall for this project is currently <br />$36,250. When the Pepper Avenue Widening project was originally budgeted in the <br />CIP the thought was that the Rialto Unified School District (RUSD) would pay for <br />(although they are not required to do so) 50 percent of the improvement costs. The <br />City Engineer and myself met on two occasions with RUSD staff to discuss this matter <br />but they refused to participate in funding the Pepper Avenue Widening project. This <br />additional request for funds is available in the Host City Fees account as Pepper <br />Avenue meets the nexus test requirement outlined in the Host City agreement between <br />the City of Colton and the County of San Bernardino. <br />e #22 <br />
