Page 4 <br />Wastewater Treatment Plant <br />City Council Meeting March 21, 2000 <br />RECOMMENDATION <br />That the City Council approve a change order to Americon Constructors, Inc., for a 2 MGD capacity <br />increase at the Wastewater Treatment Facility based on an emergency to pubiic health, safety, and <br />welfare, as well as lack of competitive advantage to be gained by bidding, and direct staff prepare the <br />necessary documentation for sale of Wastewater Revenue Bonds for proceeds of approximately $3.5 <br />million, and perform the studies for Council's consideration to develop rates to cover all operating and debt <br />service costs. In order to effectuate the change order, the City Council should find, by a 4/5 vote, that the <br />emergency does not permit a delay resulting from competitive bidding and the action is necessary to <br />respond to the emergency. <br />
