10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />RULE VIII - METHOD OF FILLING VACANCIES <br />SECTION 1: TYPES OF APPOINTMENT All vacancies in the competitive service shall be filled by <br />re-employment, reinstatement, transfer, demotion, permanent part-time, or from eligibles certified by the <br />Human Resource Director from an appropriate employment or promotional list, if available. The <br />appointment of permanent part-time employees is limited to only entry-level positions and employees who <br />have worked a minimum of 780 hours. Permanent part-time employees appointed to a full-time position <br />will receive a minimum of a 5% increase in salary and will serve a six month probationary period. In the <br />absence of persons eligible for appointment in these ways, provisional appointments may be permitted in <br />accordance with the Personnel Ordinance and these rules. (Amended by Resolution No. 128-88) <br />SECTION 2: APPOINTMENTS Appointments to vacant positions in the competitive service shall be <br />made in accordance with the personnel rules. Appointments and promotions shall be based on merit and <br />fitness to be ascertained so far as practicable by competitive assembled or unassembled examinations. <br />Examinations shall be used to aid in the selection of qualified employees, and shall consist of such <br />recognized selection techniques as achievement, aptitude, and other written tests, personal interview, <br />performance tests, evaluation of daily work performance, work samples, background appraisal, or any <br />combination of these which will in the opinion of the Human Resource Director test fairly the <br />qualifications of candidates. Physical and medical tests may be given as part of any examination. <br />In any examination the Human Resource Director may include, in addition to competitive tests, a <br />qualifying test, or tests, and set minimum standards therefor. <br />When appointment is to be made to a vacancy in the competitive service, the Human Resource Director <br />shall transmit to the Department Head concerned, the names of all persons on the appropriate certified <br />employment or promotional list, in the order in which they appear on the list. In the absence of <br />appropriate employment lists a provisional appointment may be made in accordance with the personnel <br />rules. (Moved from Ordinance 1122, 1962) <br />Page 19 of 40 <br />
