Item #13
CITY OF COLTON
AGENDA REPORT
FOR CITY COUNCIL MEETING OF DECEMBER 41 2001
To: Honorable Mayor and Members of tCouncil
Approval: Daryl J. Parrish, City Manager
From: Kathy A. Kivley, Assistant to the itya ager/A ng P is Works Director
Subject: Authorization to Submit Grant Application to the South Coast Air Quality
Management District
Date: November 26, 2001
BACKGROUND
On March 1, 2000, the City of Colton executed an agreement with San Bernardino Association
Governments (Sanbag) for the design and construction of a one stop alternative fuel park and ride
project. Located at the Sperry Drive exit from Interstate 10, Sanbag awarded the City Congestion
Mitigation Air Quality (CMAQ) funding for $549,500 for this project. The project title indicates alternative
fueling facilities. One of the alternative fuels is Liquefied Natural Gas (LNG).
DISCUSSION/ANALYSIS
On October 19, 2001, the SCAQMD issued its first Call for Projects under the Rule 1309.1—Priority
Reserve for Funding Assistance for LNG Refueling Stations in the South Coast Air Basin. The goal of the
program is to provide cost -share assistance for Alternative Fuel Vehicle public access fueling facility
projects within a four county area of California. The funding will offset capital investment costs with the
result of providing conveniently located and competitively price alternative fuel. The stations will help
implement and increase widespread use of low emission, alternative fuel and heavy-duty vehicles in
public, commercial and private fleets. Applicants must be either private entities or public agencies who
will own and operate the equipment and must comply with Rule 1193.
The SCAQMD relies on the expedited implementation of advanced technologies and clean -burning fuels in
Southern California to achieve air quality standards. By constructing more natural gas fueling facilities,
benefits from this project accrue to the region. Such new construction provides for growth in clean fuel
infrastructure.
There is no limit on the requested funding amount. The total amount of money under this program
available for infrastructure construction is $2.0 million. The funds, if selected, are available on a
reimbursement basis. Grant funds may not supplant previously budgeted funds for the project. The
application and all support documents are due no later that Tuesday, December 4, 2001. The
accompanying resolution may follow the packet submission.
FINANCIAL IMPACT
There are no financial Impacts associated with this application for grant funding. Based on the Call for
Projects information the City is proposing to use the CMAQ funding received for this project to meet any
match requirement. The CMAQ funds are an allowable match. The total amount of grants funds
requested from this AQMD program is $500,000.
ENVIRONMENTAL IMPACT
There are no environmental impacts associated with the adoption of the resolution. At the time of project
design, the City will complete the appropriate and necessary environment documents for the project.
