TRUST: A NEW INSTRUMENT FOR HEIGHTENED EFFECTIVENESS <br />Low levels of trust within Government institutions undermines efficiency and damages Public <br />Trust. Research shows that Public trust in Government Institutions has declined from 73% to 15% over the <br />past thirty years.'. Diverse communities are even more challenged in their quest for trust building. <br />The building of trust is one of the most sustaining and cost effective methods of improving organizational <br />effectiveness. Internally, trust lubricates the wheels of team interaction.
