Kivley, Assistant to the City Mana er �9ng <br />Director ;P, k <br />SUBJECT: Approve Resolution Reaffirming and Adopting MI!eas5ureI Five ear <br />Capital Improvement Program and Twenty Year Transportation Plan. <br />DATE: October 30, 2001 <br />BACKGROUND: <br />Measure I requires that each local jurisdiction receiving program revenues annually adopt a Five <br />Year Capital Improvement Plan and a Twenty Year Transportation Plan. Both the Five Year and <br />Twenty Year Plan outline the expenditure of the funds for specific projects. The San Bernardino <br />Associated Governments, known as (SANBAG) provides the Measure I Revenue Estimate for Local <br />Pass -Through Funds. As part of the County Wide Measure I Sales Initiative Program, the measure <br />requires an annual adoption and update of the respective plans. <br />On May 16, 2001, the San Bernardino Associated Governments apprised the City of Colton of the <br />Measure I Transportation Sales Tax Fund Audit for the year ending June 30, 2000, prepared by <br />Miers & Miers, Certified Public Accountants for San Bernardino Associated Governments. The <br />audit indicated that the City of Colton was in non-compliance with Measure I requirements, in that <br />the City made expenditures from the Measure I Fund for projects not on the five-year Capital <br />Improvement Plan. Measure I requires that all expenditures of Measure I revenue be based upon <br />the five-year Capital Improvement Plan Adopted by the City. This issue of non-compliance can be <br />corrected by action of the City Council amending the 1997-2002 five-year Capital Improvement <br />Plan to include expenditures of the local paving rehabilitation projects, expenditures in amount of <br />$102,503. <br />ANALYSIS/DISCUSSION: <br />The Measure I five-year Capital Improvement Plan for local streets was adopted by Resolution No. <br />R-22-99. Of the funds allocated under the Measure I five-year Capital Improvement Plan, the <br />following programs were effected during the 1998-2003 five-year Capital Improvement Plan: <br />Under local projects, Phase 1, 1999/2000 pavement rehabilitation program, $102,503 funds were <br />expended, without benefit of clarification of funds under the five-year Capital Improvement Plan. <br />In September, the City received notice from SANBAG, it is necessary to conduct the annual update <br />to the City's Measure I Plan. The attachments contain the respective project list consistent with <br />the City's current Capital Improvement Plan. Proceeds from the annual pass through funds <br />support the maintenance of City Streets. The greatest majority of the funding goes for major <br />projects identified in the attached report. The five-year Plan is for the period of 2002 to 2007. <br />
