CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF November 6, 2001 TO: Honorable Mayor and City Council FROM: Ron Kenny, Parks, Recreation & Family Services Director Item #9 SUBJECT: Approve Request for Recruitment, Ratification and Appointment to the Full-time Budgeted Position of Site Supervisor in the Child Care Division at Sierra Vista Baptist Church Preschool Site. DATE: October 25, 2001 BACKGROUND: Staff has been negotiating with Sierra Vista Baptist Church of Colton for use of the Sunday school rooms for a second Child Care Division preschool location within the community. Although an agreement between the City and the Church has yet to be reached, staff feels it would be prudent to begin the recruitment process. The approved State of California Preschool Grant for 2001/2002 allows for the hiring of a full-time Site Supervisor for this program. DISCUSSION/ANALYSIS: For fiscal year 2001/02 the Preschool Grant will make services available for approximately 56 preschool - age children from low-income families. Sierra Vista Baptist Church is located on Rancho Avenue just south of Mill Street. The location will allow the Child Care Division preschool program to expand into a new area of town not currently served. The County of San Bernardino licensing requires a designated full-time Site Supervisor on site. The City Attorney's office has been assisting staff with the contract negotiations. Once both staff and the Church are comfortable with the terms of the contract it will be brought before the City Council for approval. FINANCIAL IMPACT: This position would not be funded from the City's General Fund Budget, but from the State Preschool Grant. Funding from that grant can be found in Account # 206-7200-7203-1010, (salary) and Account #206-7200-7203-1100, (benefits). ENVIRONMENTAL IMPACT: None RECOMMENDATION: Staff recommends that City Council approve recruitment, ratification and appointment to the full-time budgeted position of Site Supervisor within the Child Care Division.
