Kivley, Assistant to the City Manager / Acting Public Works <br />SUBJECT: Recommendation to Award Contract for the Rich Dauer Park Improvelhents—Project <br />to the Lowest Responsible Bidder, Cogley & Son General Contractors, in the <br />amount of $182,950.00 <br />DATE: October 30. 2001 <br />In April 1998, the Colton Public Financing Authority (CPFA) issued tax allocation bonds secured by <br />tax increment revenues in the Santa Ana Redevelopment Project Area. On December 7, 1999, <br />the Santa Ana River citizens Advisory Committee presented its recommendations regarding the <br />use of approximately $2.4 million of available bond proceeds. On that date the Redevelopment <br />Agency approved the list of recommended projects. On March 20, 2001, the Redevelopment <br />Agency approved Resolution No. 770 entering into a Construction Management Agreement by and <br />between the Redevelopment Agency for the City and the City of Colton for funding and <br />construction of certain public improvement projects benefiting the Santa Ana River Project Area. <br />Rich Dauer Park was a project listed in the various documents. <br />Rich Dauer Park serves the residents of one of the larger subdivisions of the Cooley Ranch area in <br />southeast Colton. The existing equipment is in some disrepair and the residents requested the <br />necessary repair work and any needed new playground equipment. Department staff (Parks, <br />Recreation & Family Services and Public Works) coordinated meetings to address not only the <br />requests of the local residents, but those of handicap access to the Park and the playground <br />equipment. The project meets ADA accessibility requirements and consists of the construction, <br />installation and/or replacement of the following: <br />• Installation of new playground equipment and a safety mat for ADA accessibility to new <br />play areas; <br />• Installation of new and replacement sidewalks for access (including handicap access) to <br />the existing picnic shelter, existing restrooms and new picnic/play areas; <br />• Installation of additional light fixtures at existing picnic shelter/restroom facility; <br />• Installation of new drinking fountains at existing restroom facility; <br />• Replacement of existing picnic tables; <br />• Installation of a trash enclosure with concrete drive approach; and <br />• Removal of the existing plumbing fixtures and installation of new stainless steel fixtures. <br />Gary W. Miller Architect and Associates, Inc. designed the Rich Dauer Park Improvements project. <br />The Public Works Department coordinated the Project Specifications and the Public Bidding <br />process. Advertisement for Public Bidding of the Contract Documents and Specifications for the <br />Rich Dauer Park Improvement Project began on July 23, 2001, and continued through August 3, <br />2001. City staff published the information in four (4) local newspapers and Plan Houses alerting <br />Contractors regarding this potential bid opportunity. Citystaff conducted the Bid Opening for the <br />Rich Dauer Park Improvement Project on September 4, 2001. The City received five (5) Bid <br />Proposals.
