Clarke, Utility Director1C*1P___ <br />AI Holliman, Assistant City Manager <br />SUBJECT: Approve Request for Reclassification (General Unit) <br />DATE: November 13, 2001 <br />BACKGROUND <br />The City of Colton's Administrative Policy 4.05.330 provides a process for requesting a reclassification <br />and as a result of recent labor agreements (SBPEA Mid -Manager and General Units) and subsequent <br />City Council approval, classification studies can now be conducted at any time with the understanding that <br />the request(s) cannot be made more than once a year. <br />DISCUSSION / ANALYSIS <br />In October, 2001, the City Manager recommended and the City Council approved a reorganization of the <br />Public Utilities Department whereby two separate operating units would be created. Specifically, there <br />would be two departments, Water and Wastewater, and Electric, working under the umbrella of the Colton <br />Public Utilities. Currently there is one Administrative Assistant in the existing Departmental structure. <br />With the revamped structure, and the hiring of a Water/Wastewater Director, an additional Administrative <br />Assistant will be required. The City Manager's office has assessed the clerical and office support needs <br />of the Utilities and has determined that the existing staff can satisfy the workloads with one modification. <br />The existing Administrative Assistant will stay with the Water/Wastewater unit and work for the new <br />director. There is another position of Senior Office Specialist who is now performing all of the functions of <br />Administrative Assistant for the Electric unit. The reclassification of this position to Administrative <br />Assistant would align the office support functions without adding to staff or bifurcating duties that would <br />result in duplication of tasks and coordination. <br />Proposed Class Recommendation <br />Department Current Class Proposed Class Proposed Salary (Monthly) <br />Colton Public Utilities Senior Office Specialist Administrative Assistant $2641 "A" step to $3210 "E" <br />step <br />ALTERNATIVES <br />The Electric Department could hire an Administrative Assistant, but this would add a new position that is <br />not necessary viewing the existing workload that is being handled for the most by the Senior Office <br />Specialist. <br />FINANCIAL IMPACTS <br />The proposed reclassification will not negatively impact the approved budget in the Utilities Department. <br />The salary will be covered in Account Number 520-8000-8001-1010 and the related benefit costs will <br />come from Account Number 520-8000-8001-1100. <br />I <br />
