Item #4
CITY OF COLTON
CITY COUNCIL AGENDA REPORT
For Council Meeting of November 20, 2001
TO: Honorable Mayor and City Council
FROM: Thomas K. Clarke, Utility Director1C*1P___
AI Holliman, Assistant City Manager
SUBJECT: Approve Request for Reclassification (General Unit)
DATE: November 13, 2001
BACKGROUND
The City of Colton's Administrative Policy 4.05.330 provides a process for requesting a reclassification
and as a result of recent labor agreements (SBPEA Mid -Manager and General Units) and subsequent
City Council approval, classification studies can now be conducted at any time with the understanding that
the request(s) cannot be made more than once a year.
DISCUSSION / ANALYSIS
In October, 2001, the City Manager recommended and the City Council approved a reorganization of the
Public Utilities Department whereby two separate operating units would be created. Specifically, there
would be two departments, Water and Wastewater, and Electric, working under the umbrella of the Colton
Public Utilities. Currently there is one Administrative Assistant in the existing Departmental structure.
With the revamped structure, and the hiring of a Water/Wastewater Director, an additional Administrative
Assistant will be required. The City Manager's office has assessed the clerical and office support needs
of the Utilities and has determined that the existing staff can satisfy the workloads with one modification.
The existing Administrative Assistant will stay with the Water/Wastewater unit and work for the new
director. There is another position of Senior Office Specialist who is now performing all of the functions of
Administrative Assistant for the Electric unit. The reclassification of this position to Administrative
Assistant would align the office support functions without adding to staff or bifurcating duties that would
result in duplication of tasks and coordination.
Proposed Class Recommendation
Department Current Class Proposed Class Proposed Salary (Monthly)
Colton Public Utilities Senior Office Specialist Administrative Assistant $2641 "A" step to $3210 "E"
step
ALTERNATIVES
The Electric Department could hire an Administrative Assistant, but this would add a new position that is
not necessary viewing the existing workload that is being handled for the most by the Senior Office
Specialist.
FINANCIAL IMPACTS
The proposed reclassification will not negatively impact the approved budget in the Utilities Department.
The salary will be covered in Account Number 520-8000-8001-1010 and the related benefit costs will
come from Account Number 520-8000-8001-1100.
I
