CLARKE, UTILITIES DIRECTOR- <br />SUBJECT: <br />IRECTO <br />Item #S <br />SUBJECT: REQUEST FOR RECRUITMENT AND RATIFICATION OF EMPLOYEE <br />APPOINTMENT TO THE FULL-TIME POSITION OF ASSISTANT ELECTRIC <br />UTILITY DIRECTOR IN THE UTILITIES DEPARTMENT, AND ADJUSTMENT IN <br />SALARY RATE <br />BACKGROUND: There is a need for one (1) Assistant Electric Utility Director position in the Utilities <br />Department and also a need to increase the salary prior to recruitment. The current salary range is <br />$6,094-7,407 per month. <br />DISCUSSION/ANALYSIS: This full-time position became vacant on April 27, 2001. This position will <br />have primary responsibility to handle day-to-day oversight of the Transmission/Distribution Division, <br />Substation Division, Meter Reading operations, and Engineering Division. This position will also be <br />responsible to assist in the coordination of power supply planning and review of purchase power activities. <br />In addition, this position will act in place of the Director during any absences. In order to attract the best <br />qualified candidates for this critical management position, the Assistant City Manager asks that <br />consideration be given to adjusting the salary rate by approximately 8.4%, which approaches the results <br />of a recent compensation study of the position with like positions in comparable cities, and similar <br />management positions within our City. <br />FISCAL IMPACT: Funding availability for this Enterprise Fund position is in the FY 2001/02 budget <br />namely: Account Number 520-8001-8001-1010 (Salary) and 520-8001-8001-1100 (Related Benefits). <br />EXPECTED FILL DATE: November 15, 2001. <br />CUSTOMER SERVICE IMPACT: Failure to expeditiously fill this position will dilute the capabilities to <br />direct and control the Utility Department effectively. <br />ENVIRONMENTAL IMPACT: None. <br />RECOMMENDATION: Staff recommends that the City Council approve the salary resolution and the <br />recruitment and ratification of the employee appointment to the full-time position of Assistant Electric <br />Utility Director as recommended by the Utilities Director and Assistant City Manager. <br />Attachment: Resolution <br />Page 1 of 1 <br />
