Item #10 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF October 16,2001 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: Ronald C. Kenny, Director of Parks, Recreation and Family Services �� <br />SUBJECT: Approval of Application Resolution for Roberti-Z'berg-Harris Urban Open Space <br />and Recreation Program <br />DATE: October 4, 2001 <br />BACKGROUND: <br />Almost two years ago, the citizens of the State of California approved the Safe Neighborhood Parks, <br />Clean Water, Clean Air and Coastal Protection Bond Act of 2000. This important bond measure <br />guaranteed funding throughout the state to enhance parks, recreation and leisure time pursuits. For the <br />past twelve months the state legislature and interested parties have been developing guidelines for the <br />application and distribution of funding under the Park Bond Act of 2000. <br />ANALYSIS/DISCUSSION: <br />Recently, the City of Colton was approached by the Colton Youth Soccer Organization to act as applicant <br />for one of the grant programs under this bond act. By State grant requirements, only a government entity <br />may apply. <br />The City, School District and the Colton Youth Soccer Organization are partnering in an effort to obtain <br />funding for sport lighting at Colton Middle School. The school has been the home of the soccer <br />organization for 24 years. During that time the group has not had the benefit of lights for weekday <br />practice sessions. The group has requested the School District's permission to place the lights at the <br />School. The Soccer Organization will be responsible for the bulk of the work required to complete the <br />grant. <br />The Urban Open Space and Recreation Grant is a competitive grant with a maximum project award of <br />$250,000. It does require a 30% local match, which could be as high as $75,000. Matching funds may be <br />cash donations, in-kind contributions, (goods or volunteer services), and forced account labor, (applicant's <br />employees). To date approximately $62,000 has been pledged to meet the matching requirement. The <br />pledges have come from Colton Youth Soccer, a private company, individual City Council Members and <br />City provided labor. <br />The State Department of Parks and Recreation, who oversees this funding program, has requested that the <br />City Council approve a resolution of application for this particular grant program. Although the City's <br />Recreation & Parks Commission has not had the opportunity to formally recommend the application for <br />this grant, they are aware of Colton Youth Soccer's request. <br />
