CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF SEPTEMBER 4, 2001 <br />TO: H RABLE YOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: m ra, Co unity Development Director <br />SUBJECT: Public Hearing for the First Reading of an Ordinance recommending a General <br />Plan Amendment, Zone Change, and Environmental Determination on <br />Approximately 4.2 Acres located 1,000 Feet North of the Northeast Comer of <br />Pepper and San Bernardino Avenues, File Index Number DGZP-51-01. <br />DATE: August 28, 2001 <br />BACKGROUND: <br />The applicant, John Reichel, is the owner of approximately 17.40 acres of vacant land, zoned C-2 <br />(General Commercial), located at the northeast corner of Pepper and San Bernardino Avenues. In <br />April of this year, Mr. Reichel submitted Parcel Map Number 15697 which was approved by the <br />City Council on July 17, 2001. The parcel map subdivided the property into three parcels. Parcel <br />One is approximately 4.2 acres, Parcel Two is approximately 5.36 acres, and Parcel Three is <br />approximately 7.67 acres. Mr. Reichel is requesting City Council approval for a General Plan <br />Amendment from Commercial to Residential and Zone Change from C-2 (General Commercial) to <br />R-1 (Low Density Residential) for Parcel One (4.2 acres). The property that comprises the <br />remaining two parcels has been approved for a neighborhood shopping center by the Planning <br />Commission. The applicant is also requesting that the City Council adopt a Negative Declaration for <br />the proposed project. <br />Subsequent to the submittal of the request for a General Plan Amendment and Zone Change, the <br />applicant submitted a request for approval of Tentative Tract Map #16236 (File Index Number DT - <br />50 -01) to subdivide the 4.2 acres into a 20 lot single family residential subdivision. The Tract Map <br />was approved by the Planning Commission on August 14, 2001, contingent upon approval of the <br />General Plan Amendment and Zone Change by the City Council. <br />ANALYSIS/DISCUSS ION: <br />Subject to the provisions of California planning and zoning law, the City Council has the authority to <br />change general plan and zone designations are permitted in the General Plan. The General Plan <br />designation of the project site is Commercial. The applicant is requesting a General Plan Amendment to <br />re -designate the project site to Low Density Residential. The purpose of the Low Density Residential <br />designation is to encourage single family suburban developments similar to those found in many of the <br />City's existing residential tracts. The applicant has received approval by the Planning Commission to <br />subdivide the 4.2 acres into a 20 lot single-family residential development. The proposed development <br />would be constructed immediately north and adjacent to the approved neighborhood shopping center. <br />The requested general plan amendment is in concert with the guidelines of the General Plan which reflects <br />the diversity of land use designations that exists in Colton. The proposed project allows for the flexibility <br />necessary to establish a healthy and well-balanced mix of residential and commercial uses that assure the <br />
