Kenny, Director of Parks, Recreation & Family Services 121 <br />Subject: Recommendation to Reject All Bids for the Construction of a Child Care Facility at <br />Reche Canyon Elementary School <br />Date: August 27, 2001 <br />BACKGROUND: <br />In 1999, the Colton Community Childcare Division was awarded CDBG funds totaling $130,000. The funds were <br />earmarked for the installation of a replacement facility at Reche Canyon Elementary School. <br />DISCUSSION/ANALYSIS: <br />The installation of a new unit would have allowed the Childcare Division to replace the substandard modular <br />facility currently in use. The proposed facility would have utilized a concrete foundation, constructed on-site, and <br />would have been a permanent structure. It would have included approximately 600 square feet of additional space <br />and would have included restrooms, not available in the modular unit. <br />It was hoped that this type of construction would have provided cost savings versus a pre -constructed modular unit <br />rental. The City Engineer designed the proposed facility. When bids were opened on August 9, all bids were in <br />excess of the $130,000 approved for the project. <br />FINANCIAL IMPACT: <br />The City received four bids: <br />Cogley & Son, General Contractors $251,270 <br />Corona Contractors 258,425 <br />J.P. La Barge Construction Mgmt. 296,666 <br />Paul D.
