Item #2 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF SEPTEMBER 18, 2001 <br />TO: Honorable Mayor and City Council Members <br />APPROVAL: Daryl Parrish, City Manager <br />FROM: City Attorney <br />SUBJECT: Redistricting Process <br />DATE: September 10, 2001 <br />BACKGROUND: <br />During the August 14, 2001 City Council Meeting, the City Council directed the <br />Redistricting Team to move forward with the redistricting process. The Team has <br />finalized the redistricting plans as well as conduct a study on recall elections both prior to <br />and after the adoption of the City's council districts in 1992. <br />Michelle Pierce, from the City's Utility Department, has prepared four redistricting plans <br />for a six -district system. Pursuant to a request from Councilmember Sanders, Ms. Pierce <br />has also prepared four redistricting plans for a four -district system. <br />The City Attorney has also engaged the services of Dr. Florence Adams and Dr. Alan <br />Heslop, consultants for National Demograhics Corporation, on behalf of the City. Dr. <br />Heslop will be present at the City Council meeting to address questions regarding the <br />eight redistricting plans. <br />DISCUSSION/ANALYSIS: <br />An oral presentation will be given to the City Council at the September 18, 2001 City <br />Council meeting further detailing the above redistricting plans, procedures, and options <br />for the City Council. <br />ALTERNATIVES: <br />1. Approve a redistricting plan. <br />2. Approve a change of electoral system from districts to at -large. <br />
