Item #2 CITY OF COLTON AGENDA REPORT FOR THE COUNCIL MEETING OF SEPTEMBER 18, 2001 TO: Honorable Mayor and City Council Members APPROVAL: Daryl Parrish, City Manager FROM: City Attorney SUBJECT: Redistricting Process DATE: September 10, 2001 BACKGROUND: During the August 14, 2001 City Council Meeting, the City Council directed the Redistricting Team to move forward with the redistricting process. The Team has finalized the redistricting plans as well as conduct a study on recall elections both prior to and after the adoption of the City's council districts in 1992. Michelle Pierce, from the City's Utility Department, has prepared four redistricting plans for a six -district system. Pursuant to a request from Councilmember Sanders, Ms. Pierce has also prepared four redistricting plans for a four -district system. The City Attorney has also engaged the services of Dr. Florence Adams and Dr. Alan Heslop, consultants for National Demograhics Corporation, on behalf of the City. Dr. Heslop will be present at the City Council meeting to address questions regarding the eight redistricting plans. DISCUSSION/ANALYSIS: An oral presentation will be given to the City Council at the September 18, 2001 City Council meeting further detailing the above redistricting plans, procedures, and options for the City Council. ALTERNATIVES: 1. Approve a redistricting plan. 2. Approve a change of electoral system from districts to at -large.
