Notwithstanding the provisions of the Political Reform Act to the <br />contrary, no member of the city council shall solicit or accept a gift or gifts, or a <br />promise for a gift or gifts, aggregating $200.00 or more in value from any <br />individual or single source, either directly or through an intermediary, within <br />one calendar year. To this end, therefore, the gift prohibition limit provided for <br />in the Political Reform Act shall be $200 for members of the city council. All <br />other provisions of the Political Reform Act shall remain unchanged and are <br />incorporated herein by reference. <br />B. The agenda for every meeting of the city council shall include a section <br />listing all parties and participants involved in any proceeding concerning a <br />license, permit, contract or other entitlement that is on the agenda for that <br />meeting. <br />C. Prior to rendering a decision in any proceeding involving a license, <br />permit, contract or other entitlement pending before the city council, any <br />council member who has received been promised a gift or gifts aggregating <br />$50.00 or more in value within the preceding twelve months from a party or <br />participant in the proceeding shall disclose that fact either orally or in writing <br />during open session. This disclosure shall be made part of the official public <br />
