The City of Colton has confirmed that on February 5, 2001, the Colton Police Department was called to assist a Manning police officer at 1725 East Cooley, Colton, CA. An officer was dispatched to the Kaiser Clinic and upon arrival, the officer made contact with the Manning police officer in reference to a subject that was taken into custody by the Manning officer. The suspect, identified as your client, Francisco Lafranco, had been arrested by the Manning officer for PC148a, obstructing/resisting a peace officer and PC243b, assault on a peace officer. The only action the Colton police officer took was by providing a Colton Police Department citation for the Manning officer. Please note that the Colton police officer took no direct action in the arrest of your client in this matter. Therefore, by copy of this correspondence to the City of Colton, it is our recommendation that this claim be rejected in its entirety.
