2 <br />10 <br />11 <br />21 <br />23 <br />24 <br />25 <br />26 <br />27 <br />SECTION 3: This Resolution shall supercede and repeal Resolution No. 2119, <br />and any other resolution, to the extent such resolutions may be inconsistent with this Resolution. <br />SECTION 4: If any provision or clause of this Resolution or any application of itto <br />any person, firm, organization, partnership or corporation is held invalid, such invalidity shall not <br />affect other provisions of this Resolution which can be given effect without the invalid provision or <br />application. To this end, the provisions of this Resolution are declared to be severable. <br />SECTION 5: The City Council hereby finds and determines that it can be seen <br />with certainty that there is no possibility that this Resolution may have a significant adverse effect <br />on the environment. Thus, the adoption of this Resolution is exempt from the requirements of the <br />California Environmental Quality Act (Public Resources Code § 21 000e seq.) ("CEQA") pursuant <br />to Section 15061(b)(3) of the CEQA Guidelines. Staff is directed to file a Notice of Exemption with <br />the San Bernardino County Clerk's Office within five (5) working days of the adoption of this <br />Resolution. <br />SECTION 6: This Resolution shall become effective immediately upon its adoption. <br />PASSED, APPROVED, AND ADOPTED, this 2nd day of April, 2002. <br />ATTEST: <br />CAROLINA P.
