Item #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF APRIL 2, 2002 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: AUTHORIZATION REQUEST FOR LETTER OF COMMITMENT <br />TO PARTICIPATE WITH SANBAG ON THE IMPLEMENTATION <br />OF AN AUTOMATED TRAFFIC COLLISION ANALYSIS SYSTEM <br />DATE: MARCH 25, 2002 <br />BACKGROUND: <br />SANBAG (San Bernardino Associated Governments) has received a $280,000.00 grant allocation <br />from the State Office of Traffic Safety (OTS) for the purpose of installing an Automated Traffic <br />Collision Analysis System in each of the participating local agencies in the county. <br />SANBAG, with the support of participating agencies, will request proposals from qualified <br />vendors and consultants to develop, deploy, train, and provide support services in the operation <br />of the system for a three year period. The proposed software systems will be evaluated on their <br />ability to identify collisions concentrations at intersections and midblock locations, tract <br />individual collision and the information related to each event, and provide laptop -reporting <br />capabilities. <br />Ae program includes the following: <br />• Installation of collision analysis software operating on a Geographic Information System <br />(GIS) platform <br />• A three year database of traffic collisions in each jurisdiction to initiate the program <br />• Training of agency staff in the operation of the system <br />• Three years of support services from the software vendor <br />• The program will be administered by SANBAG, through a Steering Committee open to <br />all participating agencies. <br />• Vendor services will be solicited for implementation of this project with a proposed start <br />date of October 2002, when funds are first available. <br />
