F>ehl�,� %�Aol <br />REDEVELOPMENT AGENCY FOR THE <br />CITY OF COLTON <br />For the City Council Meeting of <br />July 17, 2001 <br />TO: Honorable Mayor and City Councilmembers <br />APPROVAL: Daryl Parrish, City Manager <br />FROM: Kathy Kivley, Interim Public Works Director <br />Robb Steel, Redevelopment Director <br />SUBJECT: Request to Solicit Bids for Construction of Traffic Signal at <br />Hunts Lane and Cooley Drive. <br />DATE: July 2, 2001 <br />Background <br />On February 1, 2000 the City Council adopted Resolution R- 08-00, which approved the <br />appropriation and expenditure of certain Redevelopment Agency tax increment funds for the <br />acquisition, installation and construction of various public improvements which benefit the <br />Santa Ana River Redevelopment Project Area. Included in the list of projects was the <br />construction a new traffic signal at the intersection of Hunts Lane and Cooley Drive. <br />Discussion <br />Contract documents and specifications for the project have been prepared by GTS <br />Associates. The Engineer's estimate for the project is $150,957 including contingencies. <br />The original construction cost estimate for this project was $146,406. Please refer to copy of <br />the Engineer's construction cost estimate attached to the staff report as Exhibit "A." <br />The scope of the work will include the installation of a traffic signal at the intersection of <br />Hunts Lane and Cooley Drive. Since the City limits run down the centerline of Hunts Lane <br />part of the signal improvements will be located in the City of San Bernardino and will require <br />the issuance of an encroachment permit. Although part of the signal project will be located <br />in and benefit the City of San Bernardino the entire cost of the project and the ongoing <br />maintenance of the traffic signal will be the responsibility of the City of Colton. <br />Environmental Impact <br />Environmental review of the median project was done along with the various other public <br />improvement projects proposed in the Santa Ana Project Area. The project was found to be <br />exempt from CEQA. A copy of the environmental finding is attached hereto as Exhibit "B". <br />
