Item #14 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF APRIL 16, 2002 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: ADOPT A FEDERAL EMERGENCY MANAGEMENT AGENCY <br />(FEMA) LETTER OF MAP REVISION (LOMR), DATED JANUARY <br />22, 2002, AND THE AFFECTED FLOOD INSURANCE RATE MAP <br />PANELS <br />DATE: APRIL 3. 2002 <br />BACKGROUND: <br />A request (Case No. 01-09-126P) to revise Federal Emergency Management Agency (FEMA) <br />records based upon progress in the Seven Oaks Dam Project was submitted by Mr. Ken Miller, <br />Flood Control Engineer for the San Bernardino County Public Works Department. The Seven Oaks <br />Dam Project.. located approximately 7,600 feet upstream of Greenspot Road in the unincorporated <br />areas of San Bernardino County is a component of the Santa Ana River Mainstem Project. <br />The request to revise the effective Flood Insurance Rate Map (FIRM) and Flood Insurance Study <br />(FIS) report for San Bernardino County, California and Incorporated Areas (the effective FIRM and <br />FIS report for our community), was approved. A Letter of Map Revision (LOMR) was generated <br />by FEMA with an effective date of January 22, 2002, and sent to all cities affected by the revisions. <br />ANALYSIS/DISCUSSION: <br />The Letter of Map Revision (LOMR) and the revised FIRM Panels (06071C8683 F, 0607IC8686 <br />F, 0607IC8687 F, and 0607IC8691 F) have been received by the City of Colton. In order to <br />become effective, which will allow City staff to disperse the revised information, both the LOMR <br />and the FIRM Panels must be adopted by the City Council. <br />The greatest benefit will be to a portion of residents' homes currently designated as a flood hazard <br />area (primarily Zone AE—Areas with base flood elevations). The revised FIRM Panels indicate that <br />a portion of those areas have been re -designated A-99 — Areas to be protected from 100 year flood <br />by Federal flood protection system under construction; no base elevations determined <br />
