Delgado, Human Resources Manager <br />SUBJECT: Approve and Adopt an Amendment to R-39-02 Consolidated Part-time Salary <br />Resolution, Adding Steps For Certain Positions. <br />DATE: April 4, 2001 <br />BACKGROUND: <br />The Child Care Division of the Parks, Recreation and Family Services identified constant employee turnover as a major <br />problem. This is due to low salary, lack of benefits and the demands of the job. <br />DISCUSSION/ANALYSIS: <br />The Parks, Recreation and Family Services Department created steps for a few of their part-time positions, in the <br />recreation area, over a year ago and this has assisted the Department in remaining competitive in its field and has <br />allowed it to attract and retain good employees. The Parks, Recreation and Family Services Department used job <br />performance evaluations to promote its employees. It provided staff with the ability to document its employees' efforts <br />and at the same time it provided the employees with an incentive to stay in the City's employ and realize increase in <br />pay through the merit step process. <br />In the Child Care Division, there are three (3) part-time positions that need to have salary steps initiated and job <br />performance evaluations required: The Child Care Teacher's Helper, the Child Care Teacher's Aide, and the Child <br />Care Teacher. The Child Care Division would like the opportunity to be competitive in the marketplace and to hire and <br />add the most qualified and experienced individuals to the Child Care Staff. <br />FINANCIAL IMPACT: <br />The money for the step increases will be covered by the current fiscal year's 2001-02 budget. The allocations for the <br />increases will be taken from account No. 206-7200-7202-1040, which represents State Latch Key funds, and from <br />account No. 206-7200-7204-1040, which represents Prop 10. Monies will not be taken from the General Fund. <br />ENVIRONMENTAL IMPACT: None <br />RECOMMENDATION: <br />Staff recommends approval of the proposed Resolution, regarding an amendment to the consolidated part-time salary <br />resolution R-39-02, retroactive to the first pay period in January 2002. <br />Art: (2a <br />Prepared By: Vicki Porter, Executive Assistant <br />City Attorney: <br />�� '��Zro <br />
