Executive Summarv The Housing Element for the City of Colton is an element of the City's General Plan. It covers the period beginning July 1, 2000 to 7une 30, 2005. Background Information The City of Colton incorporated in July 1887. The City encompasses 9,613 acres or 15.0 squaze miles. The entire planning area, which includes the City and its sphere of influence, totals 11,775 acres or 18.4 square miles. The City is bisected by Interstate 10, with Interstate 215 oriented north/south neaz the City's eastern border. In 1999, the City had an estimated population of 46,634 persons. The City experienced a high growth rate in the decade between 1985 and 1996; nearly 40% of its housing stock was built in this ten-yeaz period. Now, the City is neazly built out with few remaining large tracts of undeveloped land, which aze unencumbered by topographic, environmental or geologic constraints. Within the City, there are many old, established neighborhoods and numerous struchues with historic designations. Needs Assessment According to SCAG's estimates and forecasts, the number of households in the City has grown at a relatively slow and steady rate of approximately 2% per yeaz since 1990. That agency anticipates growth to remain at about the same rate over the next twenty yeazs, achieving a population of approximately 68,478 persons by the year 2020. Population growth and other chazacteristics of a City's demographics, housing and employment affect its housing goals, policies and programs. Pouulation/Household Characteristics • Colton's growth rate from 1990 to 1999 was nearly equal to that of San Bemardino County. • Colton has a young population with a median age of 27.5 yeazs. • Household size is slightly lazger than the region, with an average of 3.175 persons per household.
