Item #27 <br />CITY OF COLTON <br />AGENDA REPORT <br />For the Council Meeting of August 6, 2002 <br />TO: Honorable Mayor & City Council <br />FROM: Ron Kenny, Director of Parks, Recreation & Family Services <br />SUBJECT: City Logo for the Community Center <br />DATE: July 22, 2002 <br />BACKGROUND: <br />At the Recreation and Parks Commission meeting of October 17, 2001 the Commission voted to <br />recommend to the City council that the City's Logo be painted on the high vertical wall above the <br />reception area in the Community Center. Since that meeting, the Commission has on several <br />occasions discussed various facets of the project. <br />The Logo would be six foot in diameter and also include the words "Colton Community Center" <br />on top with the word "Welcome" on the bottom of the logo. The lettering is to be in blue. Staff <br />was directed to seek out potential artists. It was recommended that the project be funded from <br />proceeds received through the sale of individual donation tiles provided by the Friends of the <br />Community Center. The Friends Committee has approved the logo project. <br />DISCUSSION/ANALYSIS: <br />Staff began the process by advertising the project and subsequently was contacted by five artists. <br />The artists were each interviewed and samples of their work were reviewed. Based on City <br />policy, each artist was asked to quote a fee and the selected artist would be required to sign the <br />City's General Services Contract, which included proof of insurance, bond, etc. <br />The only proposal returned was by Rosemary Esparza, a part-time employee with the Parks, <br />Recreation and Family Services Department. As a City employee, Ms. Esparza may do contract <br />work and would be covered for liability and worker's compensation under the City's insurance <br />umbrella. She would not need to sign a lengthy City General Services Contract, but rather a <br />much shorter Professional Services Contract. <br />A copy of her proposal and proposed artwork are attached. Ms. Esparza will provide a short <br />Power Point presentation during the City Council meeting. The City Attorney has reviewed the <br />attached contract. <br />FINANCIAL IMPACT: <br />Ms. Esparza would contract with the City to provide the proposed artwork for $2,260 with <br />funding coming from the Friends of the Community Center account. The City would provide a <br />power lift or scaffolding and any unforeseen costs for the project not to exceed $1,500. The <br />power lift or scaffolding would be funded from the City's Building Maintenance Account No. <br />100-6200-6200-2420, (Equipment Lease). <br />
