TO:
FROM:
SUBJECT:
DATE:
BACKGROUND
Item #11
CITY OF COLTON
AGENDA REPORT
FOR CITY COUNCIL MEETING OF AUGUST 20, 2002
HONORABLE MAYOR AND CITY COUNCIL MEMBERS
DILU DE ALWIS, FINANCE DIRECTOR
AWARD A CONTRACT FOR ONE MARKED BLACK AND WHITE
POLICE SEDAN AND ONE TAHOE
TO WONDRIES FLEET DIVISION IN
AUGUST 12, 2002
FOR THE POLICE DEPARTMENT
THE AMOUNT OF $53,725.22
The Police Department replaces its oldest vehicles on a yearly basis. These vehicles have in excess of 90,000
miles. These vehicles will replace 2 (two) 1997 Ford Crown Victoria's. Funds were budgeted in FY 2002-2003
for the purchase of both replacement vehicles.
9ISCUSSION/ ANALYSIS
Section 3.08.100 of the City's Purchasing Ordinance allows the City to enter into agreements with other
agencies for the purchase of supplies, services and equipment. In such instances, the procedures of that
agency shall satisfy all city requirements for the bid and award of those purchases. The City of Colton can
piggyback onto the City of Hemet bid #2002-1003 for the Tahoe and the Los Angeles County Bid #207490 for
the marked black and white sedan, under their cooperative purchasing provision. This will save the City the
cost of the formal bid process and allow us to take advantage of the volume discount afforded to The City of
Hemet and Los Angeles County.
ALTERNATIVES
Solicit sealed proposals for these vehicles. However, the cost may well be higher due to the smaller quantity
and by piggybacking onto The City of Hemet and Los Angeles County's bids we can still take advantage of the
2002 pricing.
FINANCIAL IMPACT
Funds are available for the purchase of the two vehicles in the Patrol Automobile account #100-6070-6072-
4910. The two vehicles that are being replaced will be sold at auction and the proceeds from that sale will also
contribute toward this purchase.
ENVIRONMENTAL IMPACT
None
