(3) Youth commissioners would attend monthly Commission meetings. <br />(4) Youth commissioners would only advise the Commission on parks and <br />recreation matters and would not have any voting rights. <br />(5) The term of service would be one (1) school year, beginning with the first <br />Commission meeting in September and concluding with the last meeting in <br />May. Appointments would be made each year in May for the following <br />schoolyear. <br />The Recreation and Parks Commission also concluded that youth commissioners would <br />be selected by completing an application form and being interviewed by a board of two <br />Recreation and Parks Commissioners and one City Councilmember. In addition, City staff <br />would pursue, with each appointed youth commissioner's high school, the opportunity for <br />receiving school credit for service as a youth commissioner. <br />The Recreation and Parks Commission also considered and approved a suggested <br />application form; a list of requirements and expectations for youth commissioners; and a <br />list of proposed interview questions. Copies of these documents are attached to this <br />report. In light of these preparations, City staff requests that City Council authorize the <br />Recreation and Parks Commission to begin accepting applications for youth <br />commissioners, in addition to adopting the proposed ordinance. The Commission plans <br />to begin accepting applications after the first reading of the proposed ordinance. When the <br />ordinance becomes effective, the Commission would then present its recommended choice <br />of student applicants to the City Council for appointment as youth commissioners. <br />While much of the discussion contained in the report is centered around the Recreation <br />and Parks Commission, this action would allow the City Council to appoint youth <br />commissioners to all City Commissions. <br />ALTERNATIVES: <br />Deny approval of the proposed ordinance <br />2.
