ANALYSIS/DISCUSSION: Staff has evaluated proposals and has determined that GK and Associates best meets the qualifications for this work. Copies of the three (3) proposals were sent to Department of Economic Development Administration (EDA -Los Angeles Office) for evaluation and subsequently the City received authorization to award the contract to GK & Associates. A copy of GK and Associates proposal is attached as Exhibit "A". ENVIRONMENTAL IMPACT On July 17, 2000, an Environmental Assessment addressing the construction of that portion of the street improvements involving construction of new streets was submitted to the Community Development Department. The City of Colton recommended a Negative Declaration be prepared for this project. On August 8, 2000, EDA Project No. 07-01-05132 (Construction of Infrastructure Improvements to Serve the Cooley Ranch Area) was conditionally approved by the Planning Commission with a Negative Declaration; a notice of determination (Environmental) for said negative declaration was prepared for this project pursuant to the provisions of CEQA and filed with the Clerk of the Board of Supervisors. FINANCIAL/FISCAL EMPACT An amount of $2,306,896.00 has been allocated for the EDA Project No. 07-01-05132 (Construction of Infrastructure Improvements to Serve the Cooley Ranch Area). A Public Works and Infrastructure Grant has been secured from the United States Commerce, Department of Economic Development Administration, in the amount of $1,000,000.00. The City applied for, and received, a loan from Infrastructure Bank to fund the remaining balance; the loan was approved on March 23, 2002. The loan will be repaid from the Cooley Ranch Redevelopment project Area Tax Increment fund over a period of (30) years. The fee for Construction Inspection Services is included in the funding allocation for this project. RECOMMENDATION: Staff respectfully recommends that Council authorize the Award of Construction Inspection Contract for the EDA Project No. 07-01-05132 (Construction of Infrastructure Improvements to Serve the Cooley Ranch Area) to GK & Associates in the amount of not to exceed $35,000.00 and authorize the City Manager to execute the City's Model Professional Services Agreement with minor revisions approved by the City Manager and City Attorney as necessary.
