adminish�ation support services. <br />Staff received formal proposals from four (4) Engineering Firms as follows: <br />Kwang Cook Associate from Buena Park, Califomia <br />Andressen Architect from Fontana, Califomia <br />Gary Miller and Associate from San Bemazdino, Califomia <br />GK & Associates from Diamond Bar, California <br />ANALYSIS/DISCUSSION: <br />The total cost of the renovation, in addition to the design work, is expected to range from $500,000 <br />to $75Q000. It is recommended that funding first come from any operating surplus for fiscal year <br />2002/03 with any shorifall coming from lease financing. For now, authorization is only being <br />sought for the design work in the amount of $49,945. <br />Copies of the four (4) proposals were sent to the Finance Department and Police Department for <br />joint evaluation with the Engineering Department. Upon review and evaluation, the review panel <br />deterniined that Kwang Cook and Associates best meets the qualifications for this work. They were <br />also the lowest bidder. A copy of the Kwang Cook and Associates proposal is shown on the <br />attached Exhibit "A". <br />ENVIRONMENTAL IlVIPACT <br />The project is Exempt from environmental review under Califomia Environxnenta] Quality Act <br />(CEQA) Secrion 15301 (I) (demolition of small structures) and Section 15303 (new construction of <br />small structures). <br />FINANCIAL/FISCAL Il�IPACT <br />There are adequate unspent funds available in the General Fund Capital Improvement Pro�ram <br />(CIP) reserve account to cover the design costs of $49,945. Some CIP projects, previously <br />approved by the City Council resulted in budgetary savings upon completion. No previously <br />approved projects are being eliminated, scaled-back, or delayed as a result of this design work. <br />1. Authorize the Award of the Architectural Design Contract for the Repair/Renovation <br />of City Hall to Kwang Cook and Associates in the amount not to exceed $49,945, and <br />authorize the City Manager to execute the City's Model Architectural Services Agreement <br />(attached as Exhibit "B") with any xninor changes approved by the City Manager and City <br />Attomey as appropriate. <br />
