• Page 2 of 2 <br />CUA Meeting of February 19, 2002 Harper & Associates <br />February 4, 2002 <br />Due to the need for both reservoirs to be in-service during the summer months, staff needs the <br />rehabilitation work to begin in mid-September 2002, on the Domecq Reservoir. This allows the <br />Domecq Reservoir back in-service no later than June 1, 2003. The La Loma Reservoir work will <br />begin after the completion of the 4 -million gallon Montecito Reservoir No. 2. Staff estimates <br />the Montecito Reservoir No. 2 completion date as late December 2002. With this date <br />established, the remaining months allow sufficient time for the completion of the rehabilitation <br />of La Loma Reservoir before June 2003. <br />Staff recommends facilitating both projects together to better meet the needs of our residents. <br />Additionally, it is more cost effective to solicit for engineering design services on similar projects <br />as a package. Under the proposed Agreement, the City receives plans and specifications for <br />both projects as a single package and staff will then bid the rehabilitation of both reservoirs as <br />one project with staggered completion dates. <br />FINANCIAL IMPACT: <br />The FY01-02 and FY02-03 Water Development Budget included funds for the rehabilitation of <br />reservoirs. Sufficient funds are available in the Water Development --Reservoirs Capital <br />Improvement Account No. 551-8100-8104-3890 for the engineering design Agreement and the <br />rehabilitation of both reservoirs. <br />ENVIRONMENTAL IMPACT: <br />These two projects are exempt under California Environmental Quality Association (CEQA), <br />Section 15301. Staff will file a Notice of Exemption as required by CEQA. <br />RECOMMENDATION: <br />Award the Professional Services Engineering Design Agreement for the Rehabilitation of <br />Domecq and La Loma Reservoirs to Harper & Associates in the amount not to exceed <br />$64,110.50. <br />Report Prepared by Mike Medina, Water Utilities Manager <br />REVIEW TEAM ONLY <br />City Attorney: Finance Director: <br />City Manager.
