DELGADO, Human Resources Manager _t�b <br />SUBJECT: Approve and Adopt Resolution Electing to participate in the Public <br />Employees' Medical and Hospital Care Act (PEMHCA) for Mid - <br />Manager Employees Unit and for the Executive Unit <br />DATE: January 8, 2002 <br />BACKGROUND: <br />On August 7, 2001, the City Council enacted resolutions for the Mid -Manager Unit and the Executive <br />Unit wherein the City agreed to initiate PERS Health Coverage for members of the Mid -Manager <br />Employees Unit and the Executive Unit, which includes Executive and Executive Management positions. <br />ANALYSIS/DISCUSSION: <br />Meetings have been held and members in each unit voted and elected to proceed with the terms of their <br />respective Memoranda of Understanding. The action requested tonight will initiate the formal request to <br />CalPERS to allow participation by these groups. The State agency suggested that a resolution be <br />completed for each employee group to be considered for participation. In that manner, if an employee <br />group wishes to end its participation in the Public Employees' Medical and Hospital Care Act (PEMHCA) <br />it can proceed on its own. <br />According to PEMHCA, each unit's retirees (annuitants) needed to be included in this action and a <br />determination had to be made on whether there would be equal contribution or unequal contribution. To <br />keep each unit's annuitants' contributions at present levels, the contribution was fixed at $424 (equal to the <br />2002 PERS Health Net insurance cost) to cover the retiree and one dependant. <br />ENVIRONMENTAL IMPACT: <br />This item does not carry environmental impact. <br />FISCAL IMPACT: <br />Under the terms of negotiations, members of the Mid -Manager Employees Unit will receive a monthly <br />stipend in the amount of $675 and the Executive Unit will receive a monthly stipend in the amount of <br />$700. Each department has budgeted accordingly. <br />
