R-13-02 <br />RESOLUTION OF THE CITY OF COLTON IN SUPPORT OF <br />ACA4/PROPOSITION 42 (THE TRAFFIC CONGESTION <br />IMPROVEMENT ACT) <br />WHEREAS, Proposition 42 (The Traffic Congestion Improvement Act) will provide <br />congestion relief with no new taxes by allocating exiting gasoline taxes revenues estimated <br />approximately $1 billion annually for public transit, local road repair and improvements to <br />and state roads and highways; and <br />WHEREAS, Proposition 42 is based on the principle that taxes paid at the gas pum <br />should be used for transportation purposes and would dedicate those funds for <br />purposes; and <br />WHEREAS, all projects would be subject to standard accounting practices to <br />they are delivered on time and on budget; and <br />WHEREAS, traffic congestion is bad now and will get worse unless Proposition 42 <br />passed, jeopardizing California's economic recovery and costing Californians billions of <br />every year in wasted time, excess fuel and shipping delays; and <br />WHEREAS, six thousand of our bridges and overpasses are structurally deficient <br />don't meet highway design standards, and planned improvements to our bus and rail <br />systems lag behind schedule; and <br />WHEREAS, cities and counties lack funds to fix potholes and properly maintain <br />streets and roads; and <br />WHEREAS, traffic is paralyzing travel with Los Angeles now ranked the number <br />most congested urban area in the country, San Francisco/Oakland second, San Diego sixth <br />Sacramento, San Jose and San Bernardino/Riverside following close behind; and <br />
