CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF July 2, 2002
TO: Honorable Mayor and City Council
FROM: Ron Kenny, Director of Parks, Recreation & Family Services
SUBJECT: Amendment to the Parks Ordinance Regarding Proper Removal and
Disposal of Canine Feces
DATE: June 26, 2002
BACKGROUND:
Item #1
The City's Parks Ordinance, Chapter 12.24, Section 12.24070 Animals, does not include a reference to the
removal and disposal of canine feces by the animal's owner on parks and other public land.
DISCUSSION/ANALYSIS:
The City Council and staff have made community beautification a priority. Although parks and public
spaces are being developed into areas of beauty, unless they are maintained properly they can easily become
blighted, wasting a great deal of staff time and money. City crews are responsible for the regular
maintenance of parks and other public land. However, residents must assume responsibility for the removal
and disposal of canine feces deposited by their animals.
An amendment to the Parks Ordinance will allow for enforcement as needed. A fee structure is also
recommended allowing the Police Department to cite those not obeying the law.
The City's Recreation and Parks Commission has reviewed this item and has recommended approval.
FINANCIAL IMPACT:
None
ENVIRONMENTAL IMPACT:
None
RECOMMENDATION:
Staff recommends that the City Council approve an amendment to the City's Parks Ordinance, adding
Chapter 12.40 to Title 12 of the Colton Municipal Code regarding proper removal and disposal of canine
feces.
TEW TEAM ONLY
Attorney'D, ,d)/(s--
Finance Director:
Manager: I OTHER:
