City of Colton Item #9 AGENDA REPORT FOR COUNCIL MEETING OF JULY 2, 2002 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: DILU DE ALWIS, FINANCE DIRECTOR f„t' ' SUBJECT: REQUEST FOR RATIFICATION OF EMPLOYEE APPOINTMENT TO THE FULL-TIME POSITION OF PAYROLL TECHNICIAN IN THE FINANCE DEPARTMENT AND APPROVE AND ADOPT AMENDMENT TO RESOL NO. R-107-91 DATE: JUNE 24, 2002 BACKGROUND: There is a need for one (1) Payroll Technician in the Finance Department. On June 18, 2002, as part of the FY 2002-03 budget changes the City Council approved the downgrading of an Accountant position to a Payroll Technician. Attached is the Job Description for the classification: Salary Range is $2,800 to $3,593 per month. DISCUSSION/ANALYIS: The Payroll function is a critical function of the Finance Department, which affects all employees of the City of Colton. The payroll function is currently being performed by an Accountant, and after careful evaluation of the position, staff feels it is more appropriate that this function be performed by a lower level staff position, namely a Payroll Technician. The incumbent of the current position is out on long term disability and staff sees a need to fill this position immediately with a full-time employee. In the event the Accountant returns, Finance Department will under fill a Sr. Accountant position with the Accountant. ALTERNATIVE: Do not fill payroll position with full time Payroll Technician, and continue to operate with temporary agency help awaiting the possible return of Accountant. FINANCIAL IMPACT: This position is a General Fund funded position and allocated to other funds along with the Finance Department's budget. Salary and benefits are budgeted as follows; 100-6040-6041-1010 (salary), 100-6040-6041-1100 (benefits). RECOMMENDATION: It is recommended that Council approve the recruitment and ratification of the employee appointment to the full-time position of Payroll Technician as recommended by the Finance Director.
