Item #19 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF JULY 2, 2002 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR �,w <br />SUBJECT: ADOPT THE ATTACHED RESOLUTION TO DECLARE THAT AN <br />EMERGENCY CONDITION EXISTS FOR BIDDING PURPOSES AT THE <br />CORPORATE YARD ADMINISTRATION BUILDING AND FIRE STATION #1 <br />AND DELEGATING AUTHORITY TO THE FINANCE DIRECTOR TO ORDER <br />ACTIONS REQUIRED TO ABATE WATER DAMAGE. <br />DATE: JUNE 12, 2002 <br />BACKGROUND <br />At the request of the City's Risk Manager, Golder Associates performed study of the breezeway addition area <br />at Fire Station #1 and the Corporate Yard Administration building to determine whether mold is present. <br />Although no immediate health issues were noted, they did conclude that mold is present. They have <br />recommended that a qualified, experienced contractor conduct comprehensive abatement of water damage <br />inside the impacted offices. They also recommend that other actions be taken to correct the problems that <br />caused the water damage so that the mold will not recur. <br />DISCUSSION/ ANALYSIS <br />The condensation system to the air conditioning at the Corporate Yard Administration building has been <br />leaking, which may be the cause of the water damage and subsequent mold growth in areas of that building. <br />The roof has been leaking over the breezeway addition at Fire Station #1, which may be the primary cause of <br />water damage and subsequent mold growth in that office. <br />Risk Management solicited quotations from American Technologies, Inc. for abatement services for both of <br />these buildings. The price for these services at the Corporate Yard Administration building is $17,610.75 and <br />the price for abatement services at Fire Station #1 is $7,090.50, for a total price of $24,701.25. <br />Staff has also solicited a quotation for repairing the air conditioning condensation system at the Corporate Yard <br />Administration building and replacing the roof on the breezeway addition at Fire Station #1. The quote to <br />repair the air conditioning condensation system was received from CSR for $1,000 and the quote to replace <br />the roof on the addition at Fire Station #1 was received from Superior Roofing for $4,779. The price quoted by <br />Golder Associates to re -test the Indoor Air Quality when the abatement is completed is $5,000. <br />In the case of an emergency, which does not permit the delay resulting from competitive bidding, Public <br />Contract Code Section 22050 authorizes the City to take corrective actions necessary to respond to the <br />situation without securing formal bids. Staff believes that the water damage noted above should be addressed <br />as expeditiously as possible. Even though there is no immediate health threat, the facilities require <br />remediation in order to put them back into full service. <br />
