CITY OF COLTON Item #22 <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of July 2, 2002 <br />TO: HONORABLE CHAIRPERSON AND UTLITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: PIGGYBACK ONTO THE CITY OF SAN BERNARDINO CONTRACT WITH PERFORMANCE METERS, <br />INC., FOR THE PURCHASE OF VARIOUS DOMESTIC WATER METERS IN AN AMOUNT NOT -TO - <br />EXCEED $77,743.10 <br />DATE: June 24, 2002 <br />BACKGROUND <br />The City currently has over 2600 water meters in service that date from the 1930's to the 1980's. Standard <br />waterworks practice is to replace meters over ten years old. The City currently has approximately 20% <br />unaccounted for water in our system. This results in the same loss in revenue (approximately one -million <br />dollars annually). <br />DISCUSSION /ANALYSIS <br />Section 3.08.100 of the City's Purchasing Ordinance allows the City to enter into agreements with other <br />agencies for the purchase of supplies, services, and equipment. In such instances, the procedures of that <br />agency shall satisfy all City requirements for the bid and award of those purchases. On December 16, 2001 <br />the City of San Bernardino solicited bids for an annual contract for domestic water meters. They received a <br />single lump sum bid and rejected it. On March 11, 2002 they went out to bid again for a not -to -exceed <br />annual contract for the meters. They received three bids. On May 23, 2002 the City Council for the City of <br />San Bernardino approved the award of bid and entered into a contract with Performance Meters, Inc. The Bid <br />Results Summary is attached for your review. <br />FISCAL IMPACT <br />By piggybacking onto the City of San Bernardino agreement, we realize savings through volume buying. <br />Replacement of meters that give an inaccurate read will increase revenues by allowing the City to bill for <br />actual customer usage. Funds specifically set aside for purchasing meters are available in Account Numbers <br />521-8100-8101-4940-0001 and 521-8100-8101-4940-0002. <br />ENVIRONMENTAL IMPACT <br />None. <br />RECOMMENDATION <br />Staff recommends that the Colton Utility Authority approve piggybacking onto the City of San Bernardino <br />contract with Performance Meters, Inc., for the purchase of various domestic water meters in an amount not - <br />to -exceed $77,743.10. <br />REVIEW TEAM ONLY <br />City Attorney: Finance Director: <br />City Manager: T Human Resource Manager: <br />Page 1 of 1 (w/Attachment) <br />
