Item #7 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF July 16, 2002 <br />TO: Honorable Mayor & City Council J <br />FROM: Teresa S. Delgado, Human Resources Manager It <br />SUBJECT: Approval of City Job Descriptions Developed by Dembrowsky <br />and Associates Through the Job Study. <br />DATE: July S, 2002 <br />BACKGROUND: <br />The respective MOUS and Resolution for the General Unit, the Mid -Manager Employees Unit and the Executive Unit <br />established that the City would contract with a consultant to complete a compensation study to be implemented <br />effective January 1, 2002. On February 5, 2002, the City Council approved the Salary/Compensation Study <br />Committee's selection of Dembrowsky and Associates, who was authorized to conduct a comprehensive classification <br />and salary/compensation study. <br />DISCUSSION/ANALYSIS: <br />Andrea Dembrowsky met with the Salary Study Project Team and described the phases the City would experience in its <br />salary study and fixed the deadlines to be met throughout the study. She developed and adhered to the project schedule, <br />listing activities, steps, responsibilities and timing. <br />In the fust part of Phase 1, approximately 190 City employees were expected to participate in this study and it was <br />calculated that about 10 job descriptions with no incumbents would also be reviewed. The individual employee <br />(incumbent) was provided the opportunity to submit input relating to his/her current job description. The modified job <br />description was forwarded to the incumbent's immediate supervisor for review. The supervisor and employee were <br />encouraged to discuss and resolve problems before sending the document to Classstudy. Dembrowsky and Associates <br />reviewed the documents, spoke with City administrators and incumbents on specific problems and then prepared a final <br />draft. <br />In the second part of Phase 1, the employee was instructed to review the final draft, send it to the immediate supervisor <br />who would then forward it to the department head for final review and approval. <br />On June 4, 2002, Andrea Dembrowsky met with the City Council in closed session to provided a brief overview of <br />what had taken place in Phase I and what was to be expected in Phase II. <br />In the final stage of Phase 1, Human Resources Staff Members reviewed approximately 125 job descriptions, looking at <br />format and checking for applicable and accurate content. The undersigned determined that it would be costly to attach <br />copies of the job descriptions to this agenda report; therefore, approximately 125 job descriptions are available for <br />review, at any time, in the Human Resources Division. <br />FINANCIAL IMPACT: None <br />ENVIRONMENTAL IMPACT: None <br />RECOMMENDATION: <br />Staff recommends City Council approval of the proposed job description revisions for all full time City employees of <br />the General Unit, Mid -Manager Employees Unit and Executive Unit. <br />City Attorney:Finance I <br />City Manager: ��� OTHER: <br />
