Item #8 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 4, 2002 <br />TO: HONORABLE MAYOR & CITY COUNCIL <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR <br />SUBJECT: PIGGY -BACK ONTO THE CITY OF CORONA CONTRACT WITH PROTECTION <br />SERVICES INDUSTRIES, L.P. FOR A ACCESS CONTROL AND PHOTO BADGING <br />SYSTEM FOR THE POLICE DEPARTMENT IN THE AMOUNT OF $24,092.05. <br />DATE: MAY 28, 2002 <br />BACKGROUND <br />The City of Colton Police Department has been awarded a California Law Enforcement Equipment <br />Program Grant for high technology. The Police Department would like to make their facility more secure <br />by upgrading their current photo badging system to include access control. The access control system will <br />provide a safer environment for the officers, detectives and other police staff. <br />DISCUSSION/ANALYSIS <br />Section 3.08.100 of the City's Purchasing Ordinance allows the City to enter into agreements with other <br />agencies for the purchase of supplies, services and equipment. In such instances, the procedures of that <br />agency shall satisfy all city requirements for the bid and award of those purchases.The City of Corona <br />publicly bid the purchase and installation of an Access Control and Photo Badging System. They received <br />four bids. On April 17, 2002, the City Council for the City of Corona approved the award of bid and entered <br />into a contract with Protection Services Industries, L.P. (PSI) for this purchase. The bid price and contract <br />between PSI and the City of Corona was based on PSI discounting prices on a percentage basis for all <br />components. PSI has agreed to honor the same price discounting for the City of Colton. It is staffs opinion <br />that it would be in the City's best interest to Piggy -back onto the City of Corona contract with PSI in the <br />amount of $24,092.05 for the purchase and installation of an Access Control and Photo Badging System. <br />This would also provide the City with a photo badging system for city staff. <br />ALTERNATIVES <br />Advertise for Formal Bids, which could result in higher prices and possibly loss of grant funds due to the <br />time constraints for spending the grant funds. <br />FINANCIAL IMPACT <br />The funds for this project were received from a grant and they are available in account number 100-6070- <br />6077-4930. <br />ENVIRONMENTAL IMPACT <br />None <br />Staff recommends that the City Piggyback onto the City of Corona contract with Protection Service <br />Industries, L.P. for the purchase and installation of the access control and photo badging system in the <br />amount of $24,092.05. <br />REVIEW TEAM ONLY 1 <br />City Attorney: �y7� fT_ Finance Director:_ <br />City Manager: OTHER: ' <br />Report Prepared By: Nicole Mihld, Buyer <br />Attachments: None <br />Page 1 of 1 Item No. <br />
