Item #8 CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF JUNE 4, 2002 TO: HONORABLE MAYOR & CITY COUNCIL FROM: DILU DE ALWIS, FINANCE DIRECTOR SUBJECT: PIGGY -BACK ONTO THE CITY OF CORONA CONTRACT WITH PROTECTION SERVICES INDUSTRIES, L.P. FOR A ACCESS CONTROL AND PHOTO BADGING SYSTEM FOR THE POLICE DEPARTMENT IN THE AMOUNT OF $24,092.05. DATE: MAY 28, 2002 BACKGROUND The City of Colton Police Department has been awarded a California Law Enforcement Equipment Program Grant for high technology. The Police Department would like to make their facility more secure by upgrading their current photo badging system to include access control. The access control system will provide a safer environment for the officers, detectives and other police staff. DISCUSSION/ANALYSIS Section 3.08.100 of the City's Purchasing Ordinance allows the City to enter into agreements with other agencies for the purchase of supplies, services and equipment. In such instances, the procedures of that agency shall satisfy all city requirements for the bid and award of those purchases.The City of Corona publicly bid the purchase and installation of an Access Control and Photo Badging System. They received four bids. On April 17, 2002, the City Council for the City of Corona approved the award of bid and entered into a contract with Protection Services Industries, L.P. (PSI) for this purchase. The bid price and contract between PSI and the City of Corona was based on PSI discounting prices on a percentage basis for all components. PSI has agreed to honor the same price discounting for the City of Colton. It is staffs opinion that it would be in the City's best interest to Piggy -back onto the City of Corona contract with PSI in the amount of $24,092.05 for the purchase and installation of an Access Control and Photo Badging System. This would also provide the City with a photo badging system for city staff. ALTERNATIVES Advertise for Formal Bids, which could result in higher prices and possibly loss of grant funds due to the time constraints for spending the grant funds. FINANCIAL IMPACT The funds for this project were received from a grant and they are available in account number 100-6070- 6077-4930. ENVIRONMENTAL IMPACT None Staff recommends that the City Piggyback onto the City of Corona contract with Protection Service Industries, L.P. for the purchase and installation of the access control and photo badging system in the amount of $24,092.05.
