CITY OF COLTON Item #16 <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of June 4, 2002 <br />TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE COLTON UTILITY AUTHORITY <br />FROM: ERIC FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATIONS <br />SUBJECT: ADOPTION OF THE ATTACHED RESOLUTION TO DECLARE THAT AN EMERGENCY <br />CONDITION EXISTS WITH THE CITY'S WATER SUPPLY AND DELEGATION OF <br />AUTHORITY FOR THE CITY MANAGER TO ORDER ACTIONS TO ENSURE THE <br />RELIABLE DELIVERY OF A PURE, WHOLESOME AND POTABLE WATER SUPPLY <br />DATE: May 28, 2002 <br />BACKGROUND: <br />Recent changes in the action level for perchlorate have resulted in three City owned wells being removed <br />from service. As such, the ability to meet system wide demand for water this summer has been severely <br />compromised. <br />Section 22050 of the Public Contract Code allows the City Council to pass a resolution by a four-fifths vote <br />of its membership declaring that an emergency condition exists and delegating authority to order actions <br />required by that emergency without giving notice for bids to let contracts. <br />DISCUSSION/ANALYSIS: <br />Due to declining water levels at several City owned wells, the ability to meet system demand has been <br />diminished. The pump assembly in Well 16 recently was damaged due to cavitations and must be <br />replaced. Well No. 23 is being upgraded to produce more water to meet demand and reduce the <br />dependency on purchased water from neighboring agencies. <br />ALTERNATIVES: <br />Initiate mandatory water rationing or serve water that exceeds the action level for perchlorate and notify <br />the public. <br />FINANCIAL IMPACT: <br />Funds are available in the Water Operations Capital Equipment Account Number 521-8100-8101-4955. <br />ENVIRONMENTAL IMPACT: <br />There are no environmental impacts associated with adoption of the resolutions. <br />RECOMMENDATION: <br />Staff recommends that the City Council adopt the attached Resolution declaring an emergency condition <br />exists within the city that requires immediate action to ensure the reliable delivery of a pure, wholesome <br />and potable water supply; and, ratify the actions of the City Manager, pursuant to Section 22050 of the <br />Public Contract Code, who executed a contract with So Cal Pump & Well Drilling, Inc. for emergency <br />repairs and services in an amount not -to -exceed $40,054.09. <br />Report prepared by: Eric R.
