Item #2 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF June 18, 2002 <br />Honorable Mayor and City Council <br />FROM: City Attorney <br />SUBJECT: Amendment regarding the Terms of Service for Mayor Pro <br />Tempore <br />DATE: June 18, 2002 <br />BACKGROUND: <br />Recently the City consolidated its meetings with the Redevelopment Agency ('RDA") <br />meetings. Since the City Councilmembers also served as the RDA Board, the consolidation <br />action eliminated the need for the RDA Board and its positions of Chairman and Vice <br />Chairman. As a result of this organizational change, on May 7, 2002 the City Council <br />appointed Richard DeLaRosa to serve as the new Mayor pro tempore until January 1, <br />2003. City Council also directed City staff to prepare an amendment to the Colton <br />Municipal Code regarding the length of time a Councilmember may serve as Mayor pro <br />tempore. <br />DISCUSSION/ANALYSIS: <br />The intention of the proposed amendment is to "rotate" the position of Mayor pro tempore <br />among City Councilmembers and provide them with increased opportunities to serve as <br />Mayor pro tempore. The provisions of the proposed amendment would commence on <br />January 1, 2003 and would reduce the term of service of Mayor pro tempore from two <br />years to one year. The proposed amendment would also prohibit Councilmembers from <br />serving two consecutive terms as Mayor pro tempore. It would also require the current <br />Mayor pro tempore to "sit out' for one year, beginning January 1, 2003. The current Mayor <br />pro tempore would be eligible to serve again, if elected by the Council, as of January 1, <br />2004. <br />FINANCIAL IMPACT: <br />None. <br />ENVIRONMENTAL IMPACT: <br />None <br />RVPUB\633210 <br />-1- <br />
