CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF June 18, 2002 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Daryl Parrish, City Manager <br />FROM: Thomas K Clarke, Electric Utility Director <br />Item #7 <br />SUBJECT: REQUEST FOR RECRUITMENT AND RATIFICATION OF <br />EMPLOYEE APPOINTMENT TO THE FULL TIME POSITION OF <br />METER TECHNICIAN IN THE ELECTRIC DEPARTMENT AND <br />APPROVE AND ADOPT AMENDMENT TO RESOLUTION NO R-107- <br />91 <br />DATE: June 5, 2002 <br />BACKGROUND: <br />There is a need for one (1) Meter Technician in the Electric Utility. On April 2, 2002, Council <br />Approved and Adopted a Resolution Approving the FY 2001/02 Mid -Year Financial Report, <br />RESOLUTION NO. R-36-02, resolution includes hiring a Meter Technician. Attached is the Job <br />description for the classification: Salary Range is $4,613 to $5,607 <br />DISCUSSION/ANALYSIS: <br />In 1994/1995 the position of Meter Technician was eliminated due to fiscal constraints. <br />The Meter Technician tests all kilowatt hour meters for accuracy prior to installing them to City of <br />Colton customers. Duties include field-testing of meters and measuring devices. Lost revenue in most <br />cases is the result of metering problems that are identified during field-testing. When meter panels <br />are opened we have found burnt wiring, arching due to loose connections, loose meter clips, theft of <br />non metered electricity and other unsafe conditions. We are able to alert the customer and schedule <br />repairs prior to further damage and losing power to the facility. The Electric Utility is currently in a <br />meter change out program. Meters that have been in service for over twenty-five years are being <br />tested for accuracy and replaced with new electronic or electro mechanical meters. The goal is to <br />replace a minimum of 150-residential/commercial meters per year. <br />FINANCIAL IMPACT: <br />The funding for this position in the current fiscal year will be paid for through s alary savings account <br />No. 520-8000-8003-1010 and account No. 520-8000-8003-1100 (related benefits), within the Electric <br />Utility Fund. Future funding will be budgeted. <br />
