City of Colton Item #9 <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 18, 2002 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: DILU DE ALWIS, FINANCE DIRECTOR Pte' <br />SUBJECT: REQUEST FOR RATIFICATION OF EMPLOYEE APPOINTMENT TO THE FULL-TIME POSITION OF <br />ASSISTANT FINANCE DIRCTOR, IN THE FINANCE DEPARTMENT <br />DATE: June 6, 2002 <br />BACKGROUND: <br />The Assistant Finance Director position in the Finance Department has been vacant since June 2001 as a result of an <br />employee promotion. The salary range for this Mid -Manager level position is $6,233 - $7,483 per month. <br />DISCUSSION/ANALYIS: <br />The Assistant Finance Director position was kept open for a year per City Manager recommendation and City Council <br />approval back in June 2001 with the understanding that this position will be brought back for recruitment approval for the <br />fiscal year beginning July 1, 2002. Keeping this position vacant during the past year has caused the Finance Department <br />staff to bear a great burden, and was commented on by the auditors during the past audit as need to be filled prior to the <br />next audit. This critical mid -management level position is responsible for the City audit, budget preparation and high-level <br />technical assistance to the Finance Director. With the up -coming installation of two new systems and the need to <br />coordinate the ongoing integrity of these systems, this position is critical for the department. <br />ALTERNATIVES: <br />Keep the position open and have the existing Finance staff continue to bear the additional workload, with consequence of <br />possibly being out of audit compliance. <br />FINANCIAL IMPACT: <br />This is a General Fund position, and funds are being budgeted in Finance Department budget for FY 2002-03 in the <br />following accounts 100-6040-6041-1010 (salary) and 100-6040-6041-1100 (benefits) <br />RECOMMENDATION: <br />It is recommended that Council approve the recruitment and ratification of the employee appointment to the full-time <br />position of Assistant Finance Director as recommended by the Finance Director. <br />REVIEW TEAM <br />�ONLY <br />/��/��,��¢, �Q, U `' <br />City Attorney: /// " `J.LiPi4 194— Finance Director: <br />City Manager: J'��il� OTHER: .1>�n..+� <br />
